Utila, the institutional grade MPC wallet infrastructure provider for stablecoin payments and digital asset operations, today announced the launch of its Licensed Partner Network - an industry first program that lets fintechs and enterprises without their own money-transmission, e-money, or crypto-asset-service-provider licenses launch compliant stablecoin payment, custody, and payout products by plugging into a network of licensed partners, all through a single integration with Utila's platform.
Fipto, CoinGate, Balance, and Surus are early participants in the network, collectively extending licensed coverage across the European Union, United States, and Canada.
“Licensing has been the single biggest blocker between a fintech's stablecoin roadmap and a live product. With the Licensed Partner Network , we're removing that blocker - one integration into Utila gives clients access to a regulated, licensed rail across the EU, US, and Canada, giving them a fast and compliant path to market, which doesn't involve time and cost intensive licensing processes. This is just the start - we're actively adding partners and expect to extend the network into new regions over the coming months.

The Problem
Most fintechs that want to offer stablecoin payments, payouts, or custody don't hold the licenses required to do so directly - an EU MiCA CASP authorization, US money transmitter licenses (MTLs) licensing, or regulated custodian status. Obtaining these licenses directly can take 12-24 months and requires significant capital. As a result, many companies that are otherwise ready to move forward and offer their clients stablecoin-based products remain on the sidelines.
An Industry-First Solution
Utila's Licensed Partner Network connects unlicensed clients to licensed partners who act as the regulated counterparty of record for custody, payments, or exchange activity. Utila provides the underlying MPC wallet infrastructure, policy engine, and compliance tooling that ties the experience together under a single technical integration. Clients get one platform and one integration; the network handles the regulatory perimeter behind it. It is the first network of its kind to combine licensed coverage across multiple markets with a unified wallet and operational infrastructure layer.
Early Network Participants
This initial phase of the network brings together regulated providers with complementary licenses, services, and geographic coverage. Through Utila, clients can connect with the partner suited to their target market and activity. The early network participants now include:

Global Coverage Planned
Utila plans to expand the network with additional licensed providers and geographic coverage over the coming months. This will give fintechs and enterprises a more consistent way to launch and scale stablecoin products across markets while working with an appropriately licensed counterparty in each jurisdiction.
