Executive Summary

Utila has joined the DTCC Digital Assets Solutions Industry Working Group, which brings together more than 100 firms across traditional finance and digital markets to provide input on institutional tokenization and the evolving DTCC Tokenization Service.

We bring experience in the operational infrastructure institutions use to manage tokenized assets: secure transaction signing, policies that govern token operations, and integration with existing systems. Our native Canton support and tokenization capabilities position us to contribute a practical perspective on how institutions control asset activity across blockchain networks.

Institutional Tokenization Requires Operational Control

Tokenized securities introduce new ways to transfer assets and deploy collateral. Institutions adopting them need clear authority over each action: which team can initiate a transfer, which approvals it requires, and how the transaction feeds into existing operational records.

Those decisions become central when tokenized assets are used in settlement, securities lending or margin workflows. The wallet and execution infrastructure must support the institution’s governance requirements alongside the capabilities of the underlying network.

We have joined the DTCC Digital Assets Solutions Industry Working Group to contribute our experience in this operational layer as the industry develops tokenized financial market infrastructure.

Inside DTCC’s Tokenization Initiative

DTCC provides post-trade infrastructure for global financial markets. Its subsidiary, The Depository Trust Company (DTC), provided custody and asset servicing for securities valued at approximately $114 trillion in 2025.

The working group includes banks, asset managers, custodians, trading venues and technology providers. Participants include BlackRock, J.P. Morgan, Goldman Sachs, Citi, Nasdaq and NYSE. Their input helps advance industry readiness and the operational and technical workflows surrounding the tokenization service.

The service’s defined asset scope includes Russell 1000 constituents, ETFs tracking major indices and U.S. Treasury bills, bonds and notes. DTCC

On July 15, 2026, DTCC processed live production trades using tokenized DTC-held assets. Conversions took place on Besu and Canton, with transactions including collateral pledges, securities lending and delivery-versus-payment trades. DTCC has targeted October 2026 for the broader service launch. DTCC

Utila and the Institutional Tokenization Landscape

Our tokenization infrastructure connects token administration with the controls institutions use to authorize transactions. Teams can manage minting and burning with dedicated admin wallets, defined permissions and approval workflows, backed by MPC signing.

On supported EVM networks, our policy engine can govern specific smart contract functions and parameters. An institution can distinguish an approved transfer from a supply-changing action and apply the authorization requirements appropriate to each. Utila

We also natively support Canton, one of the networks used in DTCC’s July production transactions. Institutions can manage supported Canton assets alongside their other digital assets through a common operational environment. utila.io

Our APIs and webhooks connect token operations to existing systems, while audit trails record activity for reporting and reconciliation. This combination gives us practical experience with the execution and governance questions that institutional tokenization raises.

That experience includes supporting KAIO’s token generation event and treasury operations, where segregated vaults and approval policies helped govern token movements during a critical operational event. newsletter.utila.io

Our Perspective Within the Working Group

We look forward to contributing our perspective on how institutions translate governance requirements into executable transaction controls, connect token activity to their existing systems, and manage operations across supported networks.

For example, a team preparing a tokenized asset transfer needs to establish the permitted destination, the required signers and the records needed to reconcile completion. Designing those controls alongside the transaction workflow helps institutions operate consistently as activity scales.

Our participation connects this practical experience with the broader industry effort to develop institutional tokenization infrastructure.
