Key Takeaways

  • Compare modular and bundled infrastructure. Utila lets institutions choose the compliance, liquidity and payment providers around a common wallet platform. Bundled providers such as Bridge and zerohash package these functions within their managed services, with flexibility determined by the offering.

  • Identify who controls signing. An institution operating its own wallets controls signing and recovery. In a licensed-custodian arrangement, the partner holds the keys, signs transactions and administers the vault.

  • Build for launch and expansion. Utila supports client wallets, payments, treasury and tokenization, with a licensed-partner route that lets institutions retain their infrastructure when they obtain their own authorization.

  • Compare the complete transaction cost. Conversion spreads, payout charges, prefunding and regulated-service fees affect margin alongside the infrastructure fee. Utila Link helps institutions find counterparties; commercial terms are agreed directly.

  • Establish the recovery path. Self-custody customers can prepare for offline full-key recovery without Utila. Institutions using a custodian need to assess that partner's recovery and continuity arrangements.

Choosing Your Stablecoin Infrastructure

Launching a stablecoin product requires a way to receive customer funds, approve transactions and deliver payments through the right banking and blockchain networks. The infrastructure you choose also affects the margin you retain on those payments and how easily you can add services. The EU's final MiCA transitional period for crypto-asset service providers ended on 1 July 2026, making the relevant provider's authorization an immediate consideration for services in that market.

This guide is for banks, fintechs, payment providers and treasury teams assessing stablecoin infrastructure. It compares Utila's modular infrastructure with the bundled services offered by Bridge and zerohash, including how each model accommodates licensed partners or an institution's own authorization. The comparison covers wallet control, compliance responsibilities, payment and issuance capabilities, transaction economics and recovery, with a decision framework for evaluating the complete service.

Understanding Operating Requirements for Stablecoins

Payment providers are adding stablecoins to move funds across borders quickly and cheaply, and fund payouts outside banking hours. Turning that capability into a customer service requires connecting blockchain transfers to local payout partners, with the right asset and network available at each step as well as clear confirmation of settlement. The team needs reliable wallets, screening and fiat access to make that happen. It also needs a commercial model that leaves enough margin to run a profitable service.

Those requirements become closely connected once a product is live. An attractive payout corridor may depend on a particular local partner. A bank may want to extend an existing customer relationship with a new stablecoin service. A fintech securing its own license may want to assume regulated responsibilities while keeping its customer accounts and payment workflows intact.

Customer story: Afriex and local payout requirements

Afriex pays out across 23 African countries, where local processors require different assets and networks, such as USDT on Tron or USDC on Ethereum. With Utila, its team manages treasury movements, swaps and settlements with payout partners on one platform. Each B2B client receives dedicated deposit wallets.

Read the Afriex case study.

Choosing stablecoin infrastructure therefore means deciding who controls each part of the service. Wallet governance, compliance providers, liquidity and payout routing all affect the product your customers receive and the margin you retain. Comparing a bundled service with a modular platform starts with those components.

What Stablecoin Infrastructure Includes

Stablecoin infrastructure connects the services needed to accept funds, move them safely and deliver the intended financial product. Each component below can be part of a provider's bundle or connected through a modular platform:

  • Wallets and transaction controls: Customer or treasury wallets, signing authority, approval policies and recovery.

  • Payment APIs and reconciliation: Deposit addresses, transaction initiation, status notifications and records that connect blockchain activity to customer accounts.

  • Liquidity and fiat access: Conversion between assets, on/off-ramps between fiat and stablecoins, and delivery through the required payout rails.

  • Compliance and licensed services: KYC/KYB, transaction screening and Travel Rule workflows, with an authorized institution or partner providing the regulated activities.

  • Issuance operations, where required: Token deployment, minting, burning and supply tracking, connected to the issuer's reserve and redemption arrangements.

When choosing a provider, the first question your team will face is which of these components you can configure or replace independently, and which remain tied to the provider's service. That determines how easily you can add a payout partner or improve the economics of an existing corridor.

Bundled vs Modular Stablecoin Infrastructure

Bundled providers combine wallet infrastructure with a selected set of compliance services, liquidity sources and payment routes. Bridge and zerohash deliver this model through their managed offerings: your product uses the provider's supported services and commercial arrangements, with specific options to configure parts of the bundle.

Utila provides modular infrastructure with wallet governance, payment operations and tokenization on one platform. Working integrations and established partners let your team select compatible compliance providers and counterparties, configure transaction flows and adapt individual service relationships as the business expands.

Our Stablecoin 2.0 approach ties that flexibility to transaction economics: choose preferred compliance providers, negotiate liquidity terms and convert or bridge assets onto the networks payout partners require. Some bundles limit visibility into the underlying relationships and the ability to change them independently. The degree of control depends on the actual service agreement.

Licensing determines who performs the regulated activities within this architecture. Alongside a bundled service, institutions can operate a modular platform with a licensed partner or under their own authorization.

Bundled Technology and Financial Services

A bundled offering combines payment APIs and wallets with services such as custody, conversion and customer onboarding. The provider or its regulated affiliates deliver the covered activities, and your product connects to that service through the provider's platform.

This gives a launch team a defined set of available flows and an established onboarding process. Commercial terms and the scope of supported services become central to the agreement: your team needs to understand how conversions are priced, which customers can participate and how a new corridor would be introduced. Bridge's managed payment offering and many zerohash services illustrate this model.

Your Stack With Licensed Partners

An institution can build its product on a wallet and operations platform while a licensed partner provides the regulated service required for a particular market. The technology and the authorization remain separate parts of the arrangement.

Utila supports this approach through our Licensed Partner Network. You use our wallets, APIs and operational controls to launch the product, with the appropriate partner providing licensed payment or custody services. Existing infrastructure and integrations shorten implementation, while the partner arrangement provides a route to launch before your own regulatory application is complete.

In a licensed-custodian arrangement, the partner holds the keys, signs transactions and administers the vault. Your team can create client wallets and initiate payments without holding key material. Signing authority therefore follows the entity providing custody within the agreed model.

This model also supports established institutions entering a new jurisdiction. They can add the required partner while continuing to manage the underlying operation through Utila.

Your Stack Under Your Authorization

An appropriately authorized institution can operate the regulated business itself, using infrastructure software to manage wallets and execute transactions. The institution governs customer relationships and applies its own compliance program, with technology enforcing the relevant transaction policies.

Utila supports this model for banks, licensed fintechs and payment firms. The evaluation then turns to the depth of wallet governance, product-building capabilities and connectivity available within each platform.

Chain support and payout availability need to be checked together. Utila supports 100+ blockchains as well as easy integration of any EVM blockchain through Bring Your Own EVM feature. For every provider, verify the specific token, network, customer jurisdiction and destination payout rail required by the product. Approval and recovery arrangements also need to match the configuration your institution will use.

Bundled providers include their own licences, which is the main reason teams start with them: one contract and a ready-made flow. Utila’s Licensed Partner Network covers that first launch on infrastructure you keep, so obtaining your own licence later means a handover of signing rather than a migration.

Utila Modular Stablecoin Infrastructure

Utila combines institutional-grade wallets with payments, treasury and tokenization capabilities on a modular platform for building financial products and managing funds at scale. A fintech can create wallets for its customers, embed payment functionality in its own application and automate execution through our APIs. Banks can apply governance across client services and treasury activities within the same platform.

  • Wallet control and governance: Your institution controls signing and recovery. Under the Licensed Partner Network, the partner holds the signing share and signs outbound transactions until you hold your own licence, then hands it over on the same wallets. Transaction policies govern which people or automated systems can act, the amounts they can move and the approvals required.

  • Payments and client products: Our stablecoin payments infrastructure supports dedicated wallets per client and high-volume payouts, with batch transfers and gas sponsorship on EVM networks, Solana and Tron. Client wallets are controlled by your institution or licensed partner; Utila does not provide wallets that end users sign for in an app.

  • Compliance and counterparties: Institutions or their licensed partners use verification providers for KYC/KYB, alongside our screening and Travel Rule integrations. Utila Link helps teams find and connect with liquidity and payment counterparties, while the Licensed Partner Network adds a route to licensed payment or custody services.

  • Issuance and tokenization: Our tokenization platform lets institutions deploy stablecoins and other tokens, govern minting and burning, and manage distribution and supply alongside payments and treasury.

Utila supplies the technology while the institution or its licensed partner delivers the regulated service. This separation supports institutions that need to preserve their customer relationships and meet their own governance requirements.

Institutions choose and contract their own liquidity and payout counterparties with full control over the terms, so conversion and payout costs can be negotiated corridor by corridor. When they obtain their own licence, the same wallets, addresses and integrations stay in place.

Can I build wallets for clients on Utila?

Yes, as wallets your institution controls: dedicated wallets or a vault per client, managed through our API. Utila does not provide wallets that end users sign for in your app. Holding client funds needs your own licence or a licensed partner, which then signs transactions.

Bridge Bundled Stablecoin Services

Bridge combines stablecoin orchestration, custodial wallets and issuance through APIs. Its orchestration service connects supported fiat and digital asset rails, including virtual accounts and transfers. Product teams can build these capabilities into their own customer experience.

  • Wallet control and governance: Bridge's wallet offering holds funds in custodial wallets operated by Bridge. Its APIs support customer wallets, balance queries and custom business rules, with production wallet flows subject to Bridge approval.

  • Payments and client products: Bridge's orchestration APIs support virtual accounts, conversion and transfers across available fiat and blockchain rails. Your team builds the customer interface around the approved services and payment routes.

  • Compliance and counterparties: Bridge handles KYC/KYB, sanctions screening and transaction monitoring under its developer agreement. The integrating business supplies customer and required Travel Rule information and retains its applicable compliance responsibilities.

  • Issuance and reserve management: Open Issuance supports branded stablecoins with managed token operations and reserve services. Customers can configure aspects of the stablecoin and its reserve allocation, while Bridge manages the underlying reserve relationships.

Bridge's regulated entities provide the relevant contracted services, with onboarding and eligibility requirements tied to the service arrangement. Institutions need to assess that arrangement against their intended customers and markets.

Bridge suits teams that want one contract and a ready-made flow. The trade-off is that routes, pricing and custody stay with Bridge, which matters more as volume and corridors grow. Before choosing Bridge, confirm which payment routes and wallet flows are approved for your product, how conversion and payout charges are set, and what would change if you add a market or obtain your own licence.

zerohash Bundled Financial Services

zerohash supplies regulated infrastructure for payment and financial products, including stablecoin funding, custody and trading. Banks and fintechs can integrate those services through APIs, with the relevant zerohash entity providing the contracted regulated activity.

  • Wallet control and governance: Its custody offering supports asset segregation at the wallet level or through ledger accounting within an omnibus wallet. Its custody controls include address allowlists and blocklists and configurable transfer limits, with administrator approval for portal withdrawal accounts.

  • Payments and execution: zerohash supports payment and account-funding flows with fiat and stablecoin conversion. For covered orders, zerohash selects the liquidity provider; its settlement service can also settle trades for which liquidity was sourced elsewhere.

  • Compliance and customer onboarding: For Account Funding, approved platforms can supply results from their own KYC process, with end customers onboarded to zerohash. zerohash provides sanctions screening and ongoing monitoring; using the platform's own screening program requires approval. Its EU Travel Rule workflows use Notabene and TRUST, with hosted or platform-led information collection where needed.

  • Issuance and tokenization: Its tokenization offering supports both an issuer service and infrastructure used with an institution's own regulated entity and reserves. The applicable program determines which responsibilities each party performs.

Under its custody terms, zerohash holds the assets while the integrating institution retains responsibilities associated with its own product and customer relationships. Its settlement and tokenization configurations should be evaluated individually rather than inferred from the general platform description.

zerohash’s custodial model suits institutions that prefer not to control keys. Teams that want to hold signing authority or choose their own counterparties will find less room to configure. Before choosing zerohash, confirm which services its regulated entity will provide, whether your intended flow permits externally sourced liquidity or reliance on your KYC process, and how tokenization responsibilities are divided.

Launch With Licensed Coverage

A modular platform also separates the licensing path from the long-term technology choice. Waiting until approval to begin building can delay commercial learning and customer delivery. Rebuilding the wallet infrastructure after approval creates a different cost. Our Licensed Partner Network addresses both by allowing institutions to establish the technology they intend to keep while working with an appropriately licensed provider.

The network includes Fipto, CoinGate, Balance and Surus, with initial coverage across the EU, US and Canada. Their roles differ by entity and service. Fipto and CoinGate hold MiCA CASP and payment institution authorizations in the EU, Balance covers Canada and US money transmission, and Surus is a US qualified custodian. In each arrangement the partner holds the signing share for the wallets it covers.

Can I launch before obtaining my own license?

Utila's Licensed Partner Network provides a route to launch through an appropriately authorized partner while your own application is pending. The partner arrangement must cover the actual service, customers and jurisdiction.

Implementation starts with the actual funds flow and the partner authorized to support it. Your team builds the customer experience on Utila, with wallet and transaction controls configured under the responsible institution or custodian. Once your own relevant authorization is in place, an agreed handover can transfer signing authority and vault administration to your institution while retaining Utila as the technology platform. The transition plan must establish whether the existing wallets and addresses can be retained and which integrations or workflows need adjustment.

Institutions can also continue using a partner for a particular market. The benefit is a stable technology foundation beneath those decisions. Launch timing follows the product scope and partner onboarding requirements, with existing infrastructure and licensed coverage reducing the work required to establish the service.

Transaction Economics

Modular infrastructure gives institutions more room to manage the costs behind each transaction. A provider fee calculated as a percentage of payment value grows with every additional transaction. When an institution controls its liquidity and payout relationships, it can negotiate those underlying costs directly and decide how much of the resulting margin to retain or pass to customers.

What do 10 basis points mean at scale?

Consider a hypothetical payment business processing $100 million a month. Reducing its effective transaction cost by 10 basis points, or 0.10%, retains $100,000 a month before any change in fixed operating costs. At that volume, negotiating a better conversion rate or payout fee has a material effect on the business's margin.

Our Stablecoin 2.0 approach supports direct control over these commercial decisions within the agreed operating model. Utila Link helps institutions find and connect with on/off-ramps, payment partners and liquidity providers across markets. The counterparties deliver those services under terms agreed directly. Contracts, onboarding and any required API integrations remain part of establishing each relationship.

Compare commercial proposals using the same payment flow and monthly volume. Include conversion spreads and payout charges alongside infrastructure fees. Prefunding requirements also affect the economics: money reserved with a payout partner is capital unavailable elsewhere. The useful measure is the margin left after the complete flow, with enough detail to identify which cost can be negotiated or which relationship can be changed.

Customer story: Mandioca and transaction margin

Mandioca's previous custody provider charged per transaction; one large USDT transfer nearly erased its margin. With Utila, the cross-border payments company creates dedicated client wallets and uses sponsored transfers to avoid funding gas wallet by wallet. Its experience shows why custody charges and network-fee operations belong in the same cost assessment.

Read the Mandioca case study.

What Should a Provider Quote Cover?

A quote becomes useful when each provider prices the same customer journey. Ask for the following items separately:

  • Infrastructure and usage: Platform fees, included capacity and charges that change with transaction volume or wallet activity.

  • Conversion and payouts: Execution fees, conversion spreads and destination-rail charges for the intended currencies and corridors.

  • Liquidity and settlement: Prefunding or balance requirements, settlement timing and responsibility for failed or returned payments.

  • Regulated and operational services: Any custody, partner, compliance or issuance charges, together with the services your own team will operate.

Can I choose liquidity and compliance partners?

Utila supports direct relationships with liquidity and payment counterparties, alongside supported screening and Travel Rule integrations. KYC/KYB providers are selected by the institution or licensed partner. Partner-custody arrangements may require the custodian's approval of counterparties and controls. Bridge delivers conversion through its supported services. zerohash selects liquidity providers for covered orders; its settlement service supports externally sourced liquidity, and Account Funding permits approved reliance on platform KYC results.

Support Regulated Institutional Services

Banks and regulated fintechs need to demonstrate how customer assets are controlled and how decisions can be audited. Their infrastructure must support the service they are authorized to provide, with clear responsibilities for both internal teams and external providers.

Utila's modular infrastructure lets regulated institutions apply their governance while selecting the service providers that support it. A bank operating under the relevant authorization can apply its own approval policies and manage client wallets alongside its existing systems. A fintech can use the same platform with licensed custody services where its product requires them.

Compliance capabilities extend across customer verification and transaction monitoring. The institution or licensed partner operates KYC/KYB with its selected verification providers. Our Notabene partnership supports Travel Rule workflows, while integrations with Chainalysis, TRM Labs and Elliptic support address and transaction screening. The responsible institution or custodian selects compatible providers and configures controls around its compliance program. Each check has a defined place in the customer and payment journey, with transaction policies governing execution.

Institutional self-custody describes the institution's control relative to the wallet technology provider when it operates its own wallets. Utila supplies technology and does not act as the custodian. A company can hold its own treasury assets or, where appropriately authorized, manage assets for its clients. Risk and compliance teams can therefore assess controls against the responsibilities of the entity actually holding and moving the assets.

That clarity is particularly valuable for banks building digital asset services. The institution can retain the customer relationship and define how its service operates, with evidence of approvals and transaction activity available for oversight.

Connect Payments, Treasury and Issuance

Stablecoin products share an operational foundation. A client payment creates a treasury position; treasury must fund the next payout; an issuer must reconcile token supply with its issuance and redemption process. A platform that supports these connected activities helps institutions expand without creating a separate control environment for every product.

Payments and Client Wallet Products

Utila lets product teams create dedicated wallets for customers and connect them to their applications. Role-based policies govern transactions initiated by an operator or automatically through an API. High-volume disbursements can use batch transfers and gas management, with supported workflows spanning EVM networks and networks such as Tron and Solana.

This supports customer-facing payment services as well as a company's own payouts. Wallet allocation can follow the business's accounting needs, while deposit notifications and transaction records help connect onchain activity to the customer ledger.

For a multichain payout product, check the complete route:

  • Asset and destination: The precise stablecoin, blockchain, recipient type and final payout currency.

  • Payment execution: Batch transfers, gas funding and the approval rules applied to automated payments.

  • Confirmation and exceptions: Notifications, ledger matching, failed-payment handling and the final settlement status returned to the customer.

Treasury Across Entities and Markets

A treasury team needs visibility over available stablecoin balances and control over how they are deployed. Our treasury infrastructure supports consolidation and governed transfers, with permissions tailored to the people managing each entity or activity.

Utila Link helps treasury teams find counterparties for funding and conversion across markets, with services and terms agreed directly. The treasury team can manage the liquidity behind a payment product while maintaining its own approval process for larger transfers. Our stablecoin treasury management guide explores the funding and control considerations in more detail.

Banks and treasury teams should establish:

  • Balance organization: How wallets and records distinguish legal entities, client assets and the institution's own operating funds.

  • Liquidity governance: Who can consolidate or move funds, which counterparties are approved and when additional authorization is required.

  • Operational records: How balances, approvals and settlement activity feed the institution's existing reporting and reconciliation systems.

Stablecoin Issuance and Tokenization

Our tokenization platform supports the full operational lifecycle of an institution's token: deployment, minting and burning, distribution and supply tracking. Dedicated administrative wallets and approval policies govern sensitive actions, while APIs connect token operations to the issuer's existing systems.

The modular model lets institutions manage issuance alongside payments and treasury while choosing the reserve-custody and distribution relationships supporting their token. The issuer retains control of its program and selects the regulated partners appropriate to it. Reserve custody and redemption obligations follow that program's legal and commercial structure, with Utila providing the technology that governs onchain execution.

An issuance comparison should cover the ongoing program:

  • Supply authority: Who may mint or burn tokens and how sensitive administrative actions are approved.

  • Reserve and redemption arrangements: Which entity issues the token, holds the reserves and fulfills redemption obligations.

  • Distribution and reporting: How tokens reach holders and how supply changes connect to the issuer's records.

Recovery and Continuity

Institutional control also needs to hold during an outage. An institution operating its own wallets should establish how it can recover signing capability and which materials it must prepare. An institution using a licensed partner needs to assess that partner’s recovery process and how access to client funds will continue during disruption.

Can I recover full keys without Utila?

Yes, when your institution operates the wallets under our self-custodial model and has prepared the required materials. Our disaster recovery model supports reconstruction of full private keys offline without further Utila involvement. You can use a self-managed arrangement or a recovery provider such as Station70 or CoinCover. This provides an independent path to access assets held in the wallets.

Prepare and securely retain these materials:

• Encrypted vault backup: The backup package required for key recovery.

• Private RSA key: The customer's key for decrypting the backup.

• Current wallet data: The derivation paths, refreshed as new wallets are created.

Backup preparation includes verification and authorization controls; once the required files are held, offline recovery can proceed without Utila.

Include a recovery exercise in the operating plan. It gives the institution evidence that the files and procedures work together, while keeping the people responsible for recovery familiar with the process.

How to Choose a Stablecoin Infrastructure Provider

Evaluate Utila, Bridge and zerohash against the stablecoin business you intend to build. Apply these five checks using the same product scope:

1. Define the complete payment or product flow. List customer jurisdictions, stablecoins, networks and payout currencies. For treasury, include entity-level balances and funding needs; for issuance, include reserves and redemption.

2. Choose how services are packaged. Decide which wallet, compliance, liquidity and payout decisions your team needs to retain. Establish who provides each regulated service under a bundle, a licensed-partner arrangement or your own authorization.

3. Confirm control and integration requirements. Establish who holds keys, signs, administers policies and approves counterparties. Ask each provider to demonstrate client wallet creation, payment initiation, reconciliation and exception handling for your intended flow.

4. Price the same volume and corridors. Compare infrastructure fees, conversion spreads, payout charges, regulated-service costs and prefunding. Request enough detail to calculate retained margin and understand which costs your team can negotiate.

5. Document expansion and continuity. Establish what happens when you add a corridor, change a partner or obtain your own authorization. Include signing handover, wallet continuity, recovery procedures and any required customer or contractual changes.

Utila combines payments, treasury and issuance on modular infrastructure that supports both a first launch and an expanding product portfolio. You can build client services, operate under your own authorization or work with licensed partners, and manage the commercial relationships driving your margins within that operating arrangement.

FAQ

How Do Utila, Bridge and zerohash Differ?

Utila provides modular infrastructure for institutional payments, treasury, client wallets and stablecoin issuance. You can choose compatible compliance providers, negotiate liquidity and payout relationships, and configure how funds move on the same platform. Bridge and zerohash bundle technology with managed financial services, so the available counterparties and commercial choices depend on the offering. Utila gives institutions a way to adapt those relationships while retaining their core infrastructure, whether they operate under their own authorization or an agreed licensed-partner arrangement.

Can Modular Infrastructure Support a Fast Launch?

Yes. Utila combines wallet infrastructure, APIs and established integrations with a Licensed Partner Network, giving teams a route to launch before their own authorization is complete. The delivery schedule depends on the product, partner onboarding and required integrations. Ask for a plan covering those dependencies alongside the provider's technical implementation timeline.

Can I Change Partners Without Rebuilding Wallets?

Utila separates the wallet technology from the supporting service relationships, so institutions can retain the platform while changing counterparties or transitioning to their own authorization. The change can require new contracts, onboarding and integrations. A custody transition also requires an agreed handover of signing and administration; confirm wallet and address continuity for the proposed arrangement.
